Plan numérique 2012 : le haut débit pour 35 euros par mois et une carte d'identité électronique pour les internautes

Parmi les 154 mesures destinées à doubler le poids des NTIC dans le PIB national, retenons particulièrement le droit opposable de chaque Français à disposer d'un accès Internet à haut-débit pour moins de 35 euros par mois, matériel compris, à compter de 2010. Cet objectif ambitieux fera l'objet d'un appel à candidature l'année prochaine. Dix milliards d'euros seront de plus investis dans le déploiement de la fibre optique, afin que le très haut débit atteigne les 4 millions d'abonnés en 2012. Enfin, 400 cyberbases destinées à la formation des écoliers seront installées dans les écoles primaires.

L'Internet mobile figure également parmi les priorités du gouvernement puisque la fréquence des 790-862 MHz, libérée par l'abandon de la télévision analogique à partir du 30 novembre 2011, lui sera affectée.

Le statut de la 4ème licence UMTS n'est quant à lui toujours pas fixé. Si le lancement d'un appel à candidature au premier trimestre 2009 est toujours d'actualité, le secrétaire d'État en charge du développement de l'économie numérique ne cache pas que le choix du gouvernement pourrait se porter sur un des 3 opérateurs en place, à condition toutefois que ce dernier offre aux MVNO de meilleures conditions d'accès à son réseau. « Il ne s'agit pas d'imposer ni d'exclure un quatrième opérateur », a insisté Éric Besson.

La création d'une carte d'identité électronique sécurisée pour chaque internaute figure également parmi les mesures du plan. Officiellement il s'agit de sécuriser les transactions en ligne. Certains y voient cependant une mesure visant à « policer » les échanges sur la toile.

L'Association des Services Internet Communautaires (Asic), qui regroupe un certains nombre d'acteurs du Web 2.0 (AOL, Dailymotion, Google, PriceMinister,Yahoo!, Myspace, Microsoft...) a accueilli positivement le plan numérique. « Son objectif principal est de permettre à tous les Français d'accéder à Internet, et l'Asic y souscrit à 100 %. Nous espérons que ce plan marque aussi un changement d'approche politique de l'Internet en France : considérer globalement la Toile comme une opportunité plutôt qu'une menace », a déclaré Pierre Kosciusko-Morizet, coprésident en titre et PDG du Groupe PriceMinister.

Moins optimiste, l'Association pour promouvoir et défendre le logiciel libre (APRIL) regrettait la semaine dernière l'absence de ce dernier dans le texte ministériel et s'insurgeait contre « l'apologie systématique des DRM à laquelle se livre le gouvernement dès qu'il est question de contenus en ligne ». Son président, Benoît Sibaud, a promis d'éplucher le plan et d'en publier une analyse détaillée. Affaire à suivre donc.
